Today the Civic Environmental Council held a press conference addressing the current status of the environmental rule of law. The findings stemming from the CED FLOROZON's sectoral analyses noted incoordination and poor cooperation between the environmental inspectors at central and local levels, which led to poor punishment of polluters and other violators of environmental protection laws. Furthermore, the analyses provide evidence for poor transparency and accountability of inspectorates with environmental competencies. The main reason for the low level of processed cases against polluters in the judicial system is related to the inconsistency of the actual legal acts and procedures between the Environmental Inspectorate and the state administration. The proposed new law on environmental inspection should provide for standard operating procedures and checklists, in accordance to European Union’s practice.
