Within the project “Effective OSH measures for healthy food and safe farmers” a sector analysis was prepared. The main purpose of the sector analysis is to enable the design of relevant baseline for the creation of public policies that will increase the level of implementation of the OSH measures, and on the other hand will help the relevant stakeholders in creating effective internal strategies and policies that refer to occupational safety and health.
The agricultural sector in global and national frameworks represents business branch through which are employed (directly or indirectly) the largest number of workers and their engagement can be seasonal or permanent. Therefore, the analysis of OSH in agriculture is of exceptional importance in order to ascertain the general conditions with safety and health at work in this area, but also to identify the basic systemic shortcomings and propose measures to overcome them. Additionally, OSH in agriculture is an area that is normative regulated by the International Labor Organization’s Convention on Safety and Health in Agriculture,2001 (No. 184). The effective implementation of the Convention is conditioned by intensive coordination, communication and cooperation between different state institutions and bodies, social partners and other relevant entities, and also requires the establishment of continuous coordination with international institutions and the institutions of the European Union. Therefore, this document provides a brief overview of the OSH situation in agriculture in the world, the region and in our country, and among other things aims to emphasize the importance of the ILOs Convention No 184, which undoubtedly is a functional mechanism for prevention of diseases, injuries and death at work in the agricultural sector.
