CED FLOROZON in cooperation with the Institute for Communication Studies, the Green Institute and the O2 Initiative prepared and submitted draft amendments to the law on environmental inspection.
The draft amendments intends to provide a consistent solution for coordination of state and local inspectors, functional oversight by the State Environmental Inspectorate (SEI) of local inspectors, a more substantial process of planning inspections, availability of inspectors after working hours and during on weekends, equipping inspectors and enhancing transparency. Moreover, the adoption of the amendments will also enable:
- Strong structure for coordination between state and local inspectors on the entire territory of the country, coordinated by the SEI, as well as formal cooperation with other institutions and services at state and local level;
- Functional oversight of local inspectors by the SEI, supplemented by the existing supervisory control of its reports by the Inspection Council
- A more substantial process of planning inspections in key SEI documents, such as the strategy, program and annual plan, together with local inspectors, anticipating technological development (measuring equipment and instruments, access to accredited laboratories), an interactive information system, and communication and legal assistance for formulating legal provisions and for conducting legal disputes before competent authorities;
- Mandatory use of checklists, just as mandatory standard operating procedures to be provided;
- Indication of the type and amount of fuel in the register of pollutants because it is the main source of environmental pollution.
